The licensing of economic activities is an administrative procedure that establishes and verifies compliance with the legal requirements, so that an economic activity can be initiated and developed.

Industrial Licensing

The New Legal Regime for the Industry Sector Decree-Law n.º 73/2015 designated by the Responsible Industry System (SIR).

Responsible Industry System (SIR) establishes the necessary procedures to access and exercise the industrial activity, the installation and operation of Responsible Business Zones (ZER), as well as the process of accreditation of entities within this system.

Industrial licensing is a complex activity that is rigorous and very demanding for economic agents, who are sometimes subject to prior authorization and as a rule involving several Central, Regional and / or Local Public Administration entities.

The installation and operation of an industrial establishment shall be subject to the following procedures:
Procedure with prior inspection - Typology of the Industrial Project Type 1
Procedure without previous survey - Typology of the Industrial Project Type 2
Pure Prior Communication - Typology of the Industrial Enterprise Type 3 

Business Licensing

Commercial Licensing applies to industrial activities carried out in the accessory sections of commercial, catering or beverage establishments with contracted electrical power equal to or less than 99kVA.

The activities corresponding to the CAE codes according to Schedule VI of Annex I of the Legal Regime of Commerce, Services and Restoration (RJACSR), approved in annex to Decree-Law n.º10/2015, of January 16, are subject to licensing by RJACSR, commonly known as zero licensing, an initiative integrated into the Simplex Program.

Zero licensing brings greater accountability of economic agents and a reinforcement of supervision after the opening of establishments.

The main activities that simplify your licensing process are restaurants and beverage establishments, retail food trade, and some services that may involve risks to the health and safety of people.
